Our Roots

Peter Hargreave, the President of Policy Integrity Inc., has over 16 years of experience in providing strategic advice in the development, implementation and oversight of public policy.  Over his professional career, he has developed a strong network of relationships with regulators, public and private organizations, and other key stakeholders involved in environmental issues across Canada, the United States and abroad. 

Before establishing Policy Integrity Inc. in 2017, Peter spent six years with the Ontario Waste Management Association (OWMA) as the Director of Policy and Strategy where he helped lead the sector in developing policy around a more circular economy and helped respond to issues varying from transportation and taxation to climate change and environmental standards.  He helped develop major reports including ReThink Waste (2013), ReThink Waste 2015, and ReThink Organic Waste (2015) and more specific policy papers on extended producer responsibility, disposal bans and disposal levies.

Peter also helped oversee major research projects on organics diversion (2014), Opportunities for Ontario's Waste: Economic Impacts of Waste Diversion Programs in North America (2014), Cap-and-Trade Research for Ontario's Waste Management Sector (2015), Financial Assurance (2015), Pollinator Habitat Development on Waste Management Sites (2017) and the development of a guideline for accountable management of end-of-life materials through the Canadian Standards Association (CSA).  These reports and the CSA guideline continue to influence and shape business and policy decisions in the province.  

Through his work at the OWMA, he helped lead the launch of an online portal to collect and analyze data associated with landfills and organic processing facilities in the province.  These reports are recognized as leading data sources for the sector and set a baseline nationally for how these facilities should measure and report their activities. 

He has a deep understanding of environmental issues and the practical considerations associated with implementation.  Further, having worked in several government Ministries including Environment, Revenue, and Government and Consumer Services, he has developed a strong grasp of the policy making process, including assessment, implementation, and communication.  This unique knowledge base provides the necessary insight needed to implement an effective and enforceable policy regime.
